The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the establishment of a new bench of the High Court of Jammu and Kashmir and Ladakh in the Union Territory of Ladakh. Union Home Minister Amit Shah announced the decision on Thursday, stating that the move is intended to improve access to justice for people living in the remote and geographically distant areas of Ladakh.

According to Amit Shah, the establishment of the High Court bench will significantly improve access to legal services for residents of Ladakh. The region's difficult terrain and considerable distances have traditionally created challenges for people who need to approach judicial institutions. The new bench is expected to make High Court services more accessible to litigants, lawyers and other stakeholders and reduce the time and logistical difficulties involved in travelling to distant judicial forums.

At present, the High Court of Jammu and Kashmir and Ladakh has its principal seats at Srinagar and Jammu. The proposed bench in Ladakh is expected to provide residents with a judicial forum closer to their place of residence, reducing the need for lengthy journeys for High Court proceedings. The decision also comes against the backdrop of concerns regarding judicial infrastructure and the availability of judicial officers in the Union Territory.

Data cited by The Tribune showed that 44,557 cases were pending before the High Court as of July 30, 2026, including 6,106 cases that had remained pending for more than 10 years. Ladakh has also faced challenges relating to judicial infrastructure and the availability of judicial officers.

Strengthening Ladakh’s Judicial Infrastructure

Ladakh became a separate Union Territory in 2019 following the reorganisation of the erstwhile state of Jammu and Kashmir. Since then, the Centre has undertaken various measures aimed at strengthening the region's administrative and institutional infrastructure. The proposed High Court bench is expected to further strengthen the judicial framework by bringing higher judicial services closer to the people of Ladakh. Amit Shah also reiterated the government's commitment to the overall development of Ladakh and constitutional safeguards for the Union Territory.
